Объявлен конкурс на присоединение к проекту «Разработка и детальная оценка гармонизированной европейской карты водородной энергетики» — The Development and Detailed Evaluation of a Harmonised European Hydrogen Energy Roadmap (HyWays), который выполняется в рамках приоритетного направления «Устойчивое развитие, глобальные изменения и экокосистемы» 6РП. Консорциуму, в который на настоящий момент входят организации из 6 стран — Франции, Германии, Греции, Италии, Нидерландов и Норвегии, — требуются 4–6 дополнительных партнеров. Финансирование Еврокомиссией их участия составит 157,160 тыс. евро. Конкурс продлится до 6 октября 2005 г. Project title: The Development and Detailed Evaluation of a Harmonised "European Hydrogen Energy Roadmap (HyWays) Activity area: Sustainable Development and Ecosystems (SUSTDEV) Call announcement: As part of the HyWays 2–step approach to develop recommendations for a European hydrogen roadmap, the partnership should be enlarged by organisations from 4 — 6 additional European (associate) member state partners in Phase 2 (months 18–36): Phase 1 (now completing): a) methodology and toolbox development, specifically the coherence of individual econometric modelling and technical database tools, and b) toolbox application to 6 committed (associated) member states (D, F, GR, I, N, NL), Phase 2: a) methodology and toolbox refinement, b) toolbox application to 5–7 further (associate) member states and c) dataset refinement for the 6 (associate) Phase 1 member states. Having develop a methodology in Phase 1, the challenge for Phase 2 is to introduce up to 6 additional (associate) member state partners aiming at the highest level of European representativeness by incorporating member state specific and joint European issues necessary for compiling a synthesized European roadmap (e.g. to ensure a representative spread of geographic, climatic, social and economic conditions within the partnership). Also, it is in the interest of both the HyWays partners and the EC to incorporate member states with a strong interest and commitment to investigate the potential for hydrogen energy. The hydrogen views of France, Germany, Greece, Italy, The Netherlands and Norway are already represented in HyWays Phase I by relevant member state partners. Therefore further partners from these 6 member states are excluded from this call. The following balanced set of 4 selection criteria for new
partners was developed following consultation with the HyWays partners, and with
the EC: - Quality of proposed programme and added value
to the European Hydrogen Energy Roadmap process (e.g. climate or geographic
issues, complementarity with the 6 Phase 1 member state partners,
(specifically renewable) energy potentials for hydrogen production,
availability of member state specific statistic data),
- Competence of the member state expert
organisation (to carry out the tasks listed in the task description of the
call text) and impartiality (with respect to stakeholder groups, specific
energy chains, etc.),
- Funding capability of the member state expert
organisation (at least 50% of the maximum amount of the EC funding rate, own
funds or co–funding from other e.g. member state sources) and
- Commitment of organised stakeholder groupings (e.g. from ministries, industry, institutes or other organisations).
Tasks of the additional (associate) member state partners in Phase 2 (which may include state energy agencies or other widely accepted and neutral institutions) will be to: - moderate a group of representative member
state stakeholders, preferably including national administration/government
representatives, industry (large and/or SMEs), institutes or other committed
organisations,
- promoting HyWays to a wider group of
stakeholders in their country,
- assist the HyWays modellers by providing
relevant economic and technical data on request,
- organise national/regional level meetings to
provide the requested input and
- timely compile and provide relevant HyWays reports.
Additional activities reaching beyond the scope of work for HyWays are highly encouraged as they would prove the committment of the individual member state (example: HyFrance). The new member state partners are expected to participate from January 2006 to March 2007 (15 months). Estimated available funding from the European Commission for this part is €157,160.
